Special Zoning Meeting #2

 Members Present: Chairman, Paul Zent; Supervisor, Kerry Olson; Zoning Board, Terry Woehl & Jerry Kunz; Assessor/Building Inspector, Ed Daniels and Clerk, Cyndy Meidinger.
Chairman Zent opened the meeting; notes from the previous meeting were given to the participants. 
Other topics that the group thinks needs to be addressed in the new Zoning Regulations are:
•	Wind generating equipment, personal & commercial will need a variance
•	Multi-family dwellings
•	Building setbacks  
•	Grandfather clause to accept developments that would change the zoning authority for subdivisions outside of Lincoln. Lincoln’s zoning authority is ½ mile around its boundary.
•	Commercial Feedlots
•	Variance process guidelines
•	Non conforming uses
•	Pets: dogs enforcement animal control
•	Target Range: High power discharge in township. No private riffle range 
•	Sex offenders: how it pertains to Megan’s Law
•	Trailer homes/Manufactured homes no trailer homes unless in a mobile park
•	Need more teeth regarding unused vehicles. (Junk yards) Need to be in running order & currently licensed
•	Need  to work with the city of Lincoln on spot zoning and roads
•	Need to classify roads, need to redo zoning authority  map
•	Septic systems: Look at Bismarck regulations regarding  septic systems and adopt their rules
