ACT Board of Supervisors Meeting

In Attendance: Dan Reis, Gaylen Dewing, Terry Woehl, Jerry Kunz, Randy Strom, Roy Kuil, Marie Horning, Dusty Hasper, and Sherry Leno
1. Call to Order
Chairman Reis called the meeting to order at 7:00 pm
2. Minutes Review
A. Corrections and approval of the minutes from the previous meeting.
Supervisor Dewing made a motion to approve the minutes from the December 12, 2025, meeting.

Vote: Dan - Yes, Gaylen - Yes
Motion approved
3. Zoning Board
Chairman Reis called to recess the regular meeting and open the Zoning portion of the meeting.
Roll call: Dan - present, Gaylen - present, Terry - present, Jerry - present
A. Daniel Narin from the City of Bismarck was present to discuss the City's ETA. The City is re-evaluating and wants to shrink the ETA by about 50%, 95% of the homes in the present ETA would be removed. The City is comfortable with this, and it will allow growth for about 50 years. There is no impact on the township's tax, and it has never had an impact. It only impacted zoning and subdivisions. Only a portion of Sections 6 and 5 will remain in the ETA. Dan provided the present agreement, a draft of the new agreement, and a map. The ACT Board of Supervisors requested a more detailed map. Daniel indicated he would get that to the board.
B. Lengenfelder Property Subdivision
Lot 6 - C&L Estates, maps were provided along with approval from the neighbor.
Gayle Property is 40 acres plus, so the property can be subdivided.
A couple of people had questions about how zoning was handled many years ago because they wanted to do similar things, but the board did not approve them. Gaylen indicated that this board can not speak for previous boards.
The zoning board made a recommendation that the Board of Supervisors approve the subdivision request.
Chairman Reis closed the zoning board meeting and resumed the township meeting.
Dan made a motion to approve the subdivision request.

Motion approved
4. Old Business
A. Rick Johnson Property
Dan indicated that Rick requested that he would like to work with the attorney instead of someone from the board. Dan will contact the attorney.
B. Holzer Property
He needs to get two trailers moved off. The Lot is up for sale. Dan will contact the attorney.
C. Nathan Jensen property
Nothing to report.
5. New Business

6. Area Reports
A. School Board - Terry Woehl
A company called ICON has been hired to complete a survey of the district residents concerning a new school. The architect is not getting paid for preliminary design. If the new school is approved, then the Architect will be paid for continued work.
B. Treasurer's Report - Randy Strom
All of the CDs have been named
Checking: $145,264.86 (Burleigh County has not cashed our road maintence check for $50,452.85)

Fielding calls. Two applications for abatements approved at a previous meeting were reviewed by Marie and signed.

D. Building Inspector's Report - Burleigh County
Did not receive a report for December, 2025
E. Road Supervisors Report - Roy Kuil
Roy indicated that it had been a quiet month, with no complaints received.
F. Weed Supervisors Report - Dusty Hasper
Nothing to report.
Katie Aitchison wanted everyone to know about the Bis-Man MPO Meeting. It will be in Mandan on 1/13/26 from 5-7 pm. They are looking at roads and traffic flows. The City of Bismarck has an interactive map on its website. You may comment online.
