ACT Board of Supervisors Meeting

In Attendance: Dan Reis, Brandon Prichard, Terry Woehl, Jerry Kunz, Roy Kuil, and Sherry Leno
1. Call to Order
Chairman Reis called the meeting to order at 7:00 pm
2. Minutes Review
A. Corrections and approval of the minutes from the previous meeting.
Chair Reis made a motion to approve the minutes from the November 3, 2025, meeting.
Supervisor Prichard 2nd the motion
Vote: Dan - Yes, Brandon - Yes
Motion approved
3. Zoning Board
Chairman Reis called to recess the regular meeting and open the Zoning portion of the meeting.
Roll call: Dan - present, Brandon - present, Terry - present, Jerry - present
Jamie Vetsch had a comment on burn barrels. She indicated that, according to Century Code 33.1-15-04 if the township takes away burn barrels, they have to provide garbage pickup.
Chairman Reis closed the zoning board meeting and resumed the township meeting.
4. Old Business
A. Rick Johnson Property
Dan indicated that the mobile home will be removed and a modular unit will replace it. Our attorney is working on this with the Johnsons.
B. Holzer Property
One camper is left to move out, which needs to be done this week. Our attorney is working on the Holzer property.
C. Ron King property
Ron has been given a clean bill of health. There are 2-3 vehicles in the driveway that he is doing something with, but other than that, it looks good.
D. Nathan Jensen property
Burleigh County permitted him to move dirt. Burleigh County will not issue a permit until the building is removed from the floodplain. The new building has to be built up so that it is out of the floodplain.
4. New Business
A. Lengenfelder property
Pat Lengenfelder requested to subdivide 5 acres out of the specific 40 acres. He wants to gift it to his daughter to build a house. He has 52 contiguous acres. Dan indicated he would meet with Mitch.
6. Area Reports
A. School Board - Terry Woehl
The board is working on solutions with their building issues, will it be potables or new building(s). Icon will put together a matrix and present it to the focus group. This has to be done by June or November or it will have to wait until 2028, per legislation passed last session.
B. Treasurer's Report - Randy Strom was not in attendance. Sherry Leno presented his report.

Chair Reis made a motion to approve the bills.

Motion approved
Jamie Vetsch indicated that the Association of Townships liked it when dues were paid at the annual meeting.
Supervisor Prichard made a motion to approve a check be written for up to $300 for the township dues.

Vote: Dan - Yes, Brandon - Yes
Motion approved
C. Assessors' Report - Marie Horning
Marie was not in attendance.
D. Building Inspector's Report - Burleigh County
Reviewed the November report.
Nothing in the Township
E. Road Supervisors Report - Roy Kuil
Roy indicated that some roads haven't been plowed since the last storm. They need to keep the gravel on the roads. Roy will do a check on the roads. Turning onto Pleasant View Rd has washboards. Roy says that this is a result of the gravel used; he will request that the road be bladed. An attendee indicated that the road at 80th and Apple Creek Rd is uneven and rough. Also, in front of Terry's old house, west of the bridge is becoming uneven. When that bridge gets replaced, Lincoln Road will probably be the detour road and will not withstand the traffic.
F. Weed Supervisors Report - Dusty Hasper
Nothing to report.
Jerry informed the board that he has cement trucks backing into his driveway. 80th Street is built all the way up to Jerry's house. The road has the wrong slope on the ditch, which will be corrected. A route was established for the truck traffic to Lincoln's new development. Dan told Jerry to take pictures of the truck so he could visit with the appropriate people.
Dan indicated that a public hearing notice should be published for the next meeting for the Lengenfelder property.
