ACT Board of Supervisors Meeting

Members Present: Chairman, Dave Nehring; Supervisors, Mark Springer & Ken Selzler; Assessor, Mark Splonskowski; Building Inspector, Greg Hillig; Clerk, Cyndy Meidinger; Treasurer, Jamie Vetsch; Weed Board, Terry Mauch and Zoning Board Members Rick Solberg & Jerry Kunz.

Chairman Nehring opened the meeting and asked if the board had a chance to review the February minutes. Finding no corrections or additions Supervisor Springer made a motion to accept the minutes as written, Supervisor Selzler 2nd the motion and the minutes were unanimously approved.

Consent Agenda: Nothing to discuss.

School Board Report: There is 1 opening on the school board.

Treasurer’s Report: Treasurer Vetsch reported there is $144,674.86 in Checking & $ 156,892.57 in savings she also said she has 3 bills to pay tonight, AC School Board, School building repairs $38,468.75, Burleigh County Maintenance Agreement $43,872.04 and clerk Meidinger $17.40. reimbursement for Bismarck Tribune legal ad for public hearing ad. Treasurer Vetsch also asked to transfer funds from checking to savings. She will be doing payroll when she gets all the extra hours and mileage reports in and will also have the 1rd quarter tax statement to pay. There was discussion and Supervisor Selzler made a motion to pay all bills submitted and make necessary transfers between checking & and savings to make payroll and 1st quarter tax payment and keep approximately $25,000.00 in checking. Supervisor Springer 2nd the motion and the motion was unanimously approved.

Assessor’s Report: Assessor Splonskowski said he is checking out building permits and getting ready for the Tax Equalization meeting in April. Assessor Splonskowski said he was approached by Gibbs township to do their assessing. He accepted and Gibbs Township will be contacting ACT about working out an arraignment for use of ACT computer & the Vanguard Subscription. Chairman Nehring said that ACT has worked with Gibbs in the past and they have a good relationship so ACT will work out an agreement with Gibbs for use of ACT’s computer. Assessor Splonskowski said he did not know when Gibbs will be contacting ACT, but it should be soon. He also said the board should set a date for the tax equalization meeting. There were questions if it could be held with the regular meeting. The tax equalization meeting needs to be held separately from the regular meeting. In the past the equalization meeting has been held on the 2nd Tuesday in April. There were no objections on having the tax equalization on Tuesday the 9th of April @ 7PM.

Building Inspector’s Report: Inspector Hillig had one permit for February to Brandon Snyder @ 1101 80th St SE Bismarck for a 54’x26’x10’ pole barn, 1404 sq. ft. valuation of work $29,484.00 permit fee $288.40 pd check # 2872. 2 framing inspections

  2. 8121 Brads Way footing inspection

3 phone calls on upcoming projects and a meeting with Arrow Cleaning on house addition

Road Supervisor’s Report: Clerk Meidinger said she has not had much response from the tribune ad and on Bisman for the position. She will go to the school and send out a flyer with AC School news letter in the hopes of getting someone. Also, Burleigh County will not be increasing the maintenance agreement for 2021 so it will be the same as this year $43,872.04.

Weed Board Report: Nothing to report

Zoning Board Report: Nothing new to report.

Other Business: BCTOA meeting will be March 13th 10 AM @ the Amvets dues are $225.00 and no charge to board members who attend. ACT Annual Meeting & Election will be Tuesday, March 19th and positions up for election, Dave Nehring, supervisor; Jamie Vetsch, treasurer and Rick Solberg zoning board. All three members said they would run again. Clerk Meidinger asked what the board wanted to do for the budget for 2020 the request for this year was $156,000.00. A discussion followed and Chairman Nehring recommended a budget of $130,000.00 which he feels is adequate to cover expenses and there are no big road projects on the horizon. Supervisor Springer made a motion to set the 2020 budget to $130,000.00 the motion received a 2nd from Supervisor Selzler and the motion was unanimously approved.

Public Hearing: With no other regular business to discuss Chairman Nehring suspended the regular meeting of ACT and opened the Public Hearing to discuss the proposed township adopting the Burleigh County Article 30 Enforcement & Administrative Liability & Article 31 Penalties for Violation. Clerk Meidinger made copies of Article 30 and gave them to the audience. Discussion followed regarding enforcement and the how to go about issuing a complaint. Supervisor Springer stated the ACT does not look for violations but must recognize complaints from township residents and work through them with. Right now, ACT can threaten but has no real avenues of enforcement. If this is adopted there will be certain steps to be followed in the dealing with complaints and enforcement of the debris and nuisance.

Chairman Nehring asked for further comments being none he adjourned the Public Hearing and the regular meeting of ACT. Meeting adjourned @ 8:30 PM
